After a while I use MacOS with my ancient Huion H640P, it works so flawlessly in terms of input. There some time of hiccup where the driver is disconnected itself in the middle of work. But it goes back after just opening the driver app. Not so much trouble.

Here's the fix: disable the Windows Ink.
Huion.
In my Huion driver app, you go to "Digital Pen" menu, and you will see there is a check mark for Windows Ink. Disable it. Immediately the input lag is gone.
I notice the pen pressure is not working. Though this already happened before the input lag issue, I will update further if there is some workaround.
Wacom
I use a quite old Wacom One (2020) and Wacom Intuos Draw (2015) that both share similar delayed input lag in my Windows machine. However you can also disable it from the driver's app by going to Devices> Pen> Advanced. You will see a toggle for Windows Ink. You can disable it when the lag happened.
Disabling Windows Ink seemingly disabling the pen pressure feature which is not ideal, especially if you do digital paintings, where pen pressure is the key to vary brush stroke thickness or roundness of the stroke tip.
This issue is nonexistent when I use my pen tablet on my Macbook Pro M1 Pro for years. It really in line with the famous "just works" jargon for this case, making it a clearer reason why graphic designers and digital illustrators should use Macbook Pro for their job.
